Theresa Cheng, M.D., J.D., is an Assistant Clinical Professor of Emergency Medicine and Associate Co-Director of Social Emergency Medicine at UCSF. She holds an M.D. from Mayo Clinic and a J.D. from University of California, Berkeley School of Law, specializing in International Law. Theresa focuses on incorporating social equity in emergency care through a human rights lens. She co-authored a book chapter on homelessness in the textbook Social Injustice and Public Health, ed. 4th. Theresa serves on the boards of the Andrew Levitt Center for Social Emergency Medicine and Al Otro Lado. As a Skadden Fellow at Bay Area Legal Aid, she established Alameda County’s first street-based medical-legal partnership for unhoused people. Theresa joined UCSF’s Acute Care Innovation Center in 2023 and is faculty at the Benioff Homelessness and Housing Initiative. Her research and advocacy have been featured in The New York Times, Al Jazeera, MedPage, and the San Francisco Chronicle.
